Concerns
About a Possible Second Continuing Resolution Grow as the Deadline for the Current CR Draws Closer
On Wednesday, October 23, the Senate began debate on the first set of their fiscal year 2020 spending bills, HR 3055. This minibus includes
four bills – Agriculture, Transportation-HUD, Interior-Environment and Commerce-Justice-Science. The House and Senate will also need to negotiate spending levels for the individual appropriations bills before conferencing bills. Disagreements, including about
funding for a border wall, will make this a challenging task. Read
