On November 16, President
Biden signed a second continuing resolution (CR) to keep the federal
government open past the initial November 17 deadline. The stopgap
bill holds funding at fiscal year (FY) 2023 levels with a “laddered”
deadline. Agriculture, Energy and Water, Military Construction-VA,
and Transportation-Housing and Urban Development will be funded
through January 19. The remaining eight bills, which include the
budgets for a majority of defense and nondefense research and
development (R&D) agencies, have funding through February

FABBS submitted
comments
in response to the National Institutes
of Health (NIH) Request for Information (RFI) on proposed updates to
their mission statement. The Advisory Committee to the Director
Working Group on Diversity, Subgroup on Individuals with Disabilities
recommended removing “reducing disability” from the NIH mission
statement and replace it with “optimize health and prevent or reduce
illness for all people”. The change to the mission statement aims to
avoid ableist bias about inherent value associated with the human body
due to ability status and perceived productivity. Read more »

The Biden-Harris
Administration released The U.S. Playbook to Address Social Determinants
of Health
on November 16, outlining a comprehensive approach to improve health equity, including expanding data collection, flexible funding, and strong community partnerships.
The Playbook highlights Executive Orders and Initiatives as well as new and ongoing federal agencies activities to advance health by improving the social circumstances

The National Academies of Sciences, Engineering and
Medicine, in collaboration with L’Oreal USA, hosted an event
celebrating the research of women leaders in science and exploring
the critical role of science communication. The event included two
panels featuring the 2023 L’Oreal For Women in Science Fellows and

Robert Arthur Rescorla
(1940 – 2020), PhD, former Emeritus Professor of Psychology at the
University of Pennsylvania, is remembered as a rigorous empiricist
and exceptional teacher, who contributed invaluable theoretical and
experimental insights to the field of learning and animal behavior.
Dr. Rescorla’s body of research extended Pavlovian conditioning
theories and paradigms in critical ways that continue to advance
cognitive neuroscience and clinical practice to this day.
